CHEYENNE, WY —Mountain Health Co-op (MHC) has notified the Wyoming Department of Insurance of their intent to withdraw from the Wyoming health insurance market effective December 31, 2025. MHC sent notification to providers and enrollees on August 13, 2025. MHC and the Department of Insurance are committed to ensuring a transparent, supportive and compliant transition process.
All members should have received a notice from MHC regarding the exit. The initial notice was sent by postal mail, email and text message on Wednesday, August 13, 2025. The notification informed members that they would need to sign up for a new plan during Open Enrollment. In addition, MHC has a dedicated website for member specific questions at www.mountainhealth.coop/wyoming-members
Members will be able to choose a different plan between November 1, 2025 and January 15, 2026.

Pursuant to W.S. § 26-3-114(e), insurance companies are required to update their contact information within thirty (30) days of any change. As we enter the new year and send annual correspondence, please ensure that all required contact information, including but not limited to a correct company contact person and email address, has been provided to the Department. This is especially important as it relates to appointment renewals, annual assessment notices, service of process, and consumer complaint correspondence where the Department requires specific deadlines. Unless otherwise required by statute, communication with the company will ONLY be sent to the contact information of record so it is imperative that companies have accurate contact information on file. Failure to update information may result in missed communications from the Department and avoidable negative consequences for the company.
To ensure compliance with the Wyoming Insurance Code, please review and update your company’s contact information using the Wyoming Company Address Change Portal. If you prefer, you may also submit contact information updates to the Department by submitting the applicable UCAA form. Statutory fees may apply to some contact information updates.

SUBJECT: Rescission of All Exemptions Due To Past Non-Competitive Insurance Markets
As a result of past non-competitive insurance markets in Wyoming, the Department previously provided notifications indicating that certain lines of business were exempt from identified provisions of the insurance code.
At this time, Wyoming enjoys a robust insurance market and there are no longer any non-competitive insurance markets in Wyoming. Accordingly, all previously identified exemptions from provisions of the insurance code as a result of non-competitive insurance markets, including but not limited to exemptions from the provisions of W.S. 26-11-10a(a)(ii), 26-11-104(a)(iii), 26-11-105, and 26- 15-110(d)(iii), are hereby withdrawn, effective immediately. An Order vacating the previously granted exemptions has been entered contemporaneously with this Bulletin, a copy of which is available here*. Accordingly, and effective as of the date of this Bulletin, all insurers who wish to do business or continue to do business in Wyoming shall comply with all applicable provisions of the Wyoming insurance code and Department regulations.

RE: OPTins Payment Requirement for 2025 Annual Premium Tax Filings and Payments
The Wyoming Department of Insurance is streamlining its processes in order to promote easier, faster, and more efficient premium tax return filings. Beginning with the 2025 Annual Statement filings due March 1, 2026, the National Association of lnsurance Commissioners (NAIC) Online Premium Tax for Insurance (OPTins) filing system will be the only permissible form prescribed by the commissioner pursuant to Wyoming Statute 26-4-103(a). Paper filings will no longer be accepted.
Please note that a single filing may be made for the first through third estimated quarterly filings to reduce any fees charged by OPTins. For information on setting up an NAIC OPTins account, visit https://content.naic.org/industry/optins.
